Back in 1986 the DOD wanted a new rifle to increase accuracy on the battlefield so they started the Advanced Combat Rifle program to replace the M16. They had submissions from AAI, Colt, Steyr, and H&K. The AAI and Steyr proposed flechette rounds, while the Colt proposed firing a “duplex” round with two small bullets.
